This is a 3 Oz. Can of Decal Bonder Spray from Testors.

FEATURES
Refill for Testors Custom Decal System (TESR9198).
Provides a thin coating over inks that allows decals to be slid off
of decal paper in one piece.
Spray a light coat over inkjet printed decals to bond the inks.
Can also be used over older decals that have become brittle and
break apart when wetted.
